Participation

The workshop is open to 50-60 participants. The IAEA will be able to sponsor several participants from the TC recipient region/countries of region; however experts on the cost free basis to the IAEA are welcome to participate in the workshop.

Languaje

The workshop will be conducted in English, no translation will be provided.

Purpose of the workshop

The purpose of the workshop is to promote the IAEA safety standards on management systems (GS-R-3, GS-G-3.1. and DS349); provide information on the transition from traditional QA approach towards the integrated management system in operating organizations.

Workshop registration

Registration to the IAEA International Workshop on Application of Effective Managment Systems to be held in Bariloche (Argentina) from April 15 -18, 2008 is open.

The application form should be filled and sent by email to ibcourse(at)cab.cnea.gov.ar before April 6.

Selection of the participants will be made through a consultation process. All the applicants will be notified of the selection results on April 7.

Registration fees

The prices for the workshop attendance (including workshop material, travel to and from the hotel to Instituto Balseiro, coffee breaks and meals) are given bellow in argentinian pesos:

  • members of CNEA $100
  • non-members of CNEA $ 500
  • non-members of CNEA sponsored by IAEA no cost

The payment to the Organizing Committee should be made in cash at registration (April 15)

Style of the workshop

The workshop will provide a forum for exchanging experiences and information related to the integration of management system elements. The main focus will be on common difficulties, possible solutions and good practices to improve overall performance with regard to safety. It will also address improvement in the Management Systems and Safety/Organizational Culture in the Operating Organizations. The workshop will seek to exchange practical lessons learned in the establishment of integrated management systems. The workshop will consist of a series of leading lectures given by IAEA experts, followed by working sessions on specific topics discussing the issues raised and difficulties envisaged (see below). National experts will be requested to make presentations on the current status of implementation of QA/QM and management systems in their countries. Feedback of the working sessions will be made in plenary. All participants will be expected to be involved in discussions, panel reviews and workshop activities.

Qualifications

The participants should be senior managers and professionals with responsibility for establishment and improvement for integrated management systems; particularly those involved in any projects transferring the QA/QM/Management Systems towards the integrated management systems approach, described in the IAEA safety standards. The participants should come for nuclear power plants nuclear power companies, regulatory bodies, research institutes, research reactor operating organizations, radwaste companies, fuel cycle facilities and from other organizations dealing with radioactive sources. Participation of supplier organizations (manufacturers, designers, engineering companies, etc) is also desirable. The participants should have experience in establishment and continual improvement of QA/QM/Management Systems and safety/organizational culture.

Nature of the workshop

The workshop will include of plenary presentations and discussions in parallel working groups. The emphasis will be on the following issues:

The workshop will consist of plenary presentations focusing on main aspects of the key issues and discussions in parallel working groups where all participants are expected to share experiences and lessons learned. The emphasis will be on the following three key issues:

Key Issue 1: Integration of safety, health, environmental, security, quality and economic areas:

  • The structure and the content of the IAEA safety standards on management systems
  • Management system deficiencies as a major contributor to events
  • Experience with integrated management systems
  • Transition from traditional QA to integrated management systems
  • Management systems for research reactor operating organizations
  • Effective management systems for laboratories and nuclear medicine organizations
  • Effective management systems for waste management organization
  • Regulatory requirements on integrated management systems
  • Establishment of effective management systems for regulatory authorities

Key Issue 2: Leadership and safety culture

  • Safety culture and management systems
  • Roles and functions of leaders and managers
  • Leadership and commitment in reaching safety objectives
  • Managing change in facilities

Key Issue 3: Assessment and Improvement of Management Systems

  • Management of effective monitoring (self-assessment, independent assessment, oversight)
  • Management system findings in Operational safety review service (OSART)
  • Management system findings in Safety culture review service (SCART)
  • Safety culture enhancement programs
  • Regulatory assessment of licensees management systems
  • Continual improvement
  • Skill set and criteria for assessment of management system

The IAEA and Latin American experts will provide the lectures and facilitate discussions and work in break out sessions. It is expected that all sessions will be as interactive as possible.

Expected outcome

Improved knowledge of IAEA safety standards on management systems to enable the new standards to be applied in the participants' respective organisations. Information exchange on application of safety standards and the development of a network of peers.

Each day, a shuttle van service will be provided between Hotel APARTUR and Instituto Balseiro and vice versa.

Conference Dinner

A Curanto (typical Patagonian Indian food), will be offered in Playa Bonita on Thrusday 17 April at 20:00. It is a traditional food prepared in a hole, about a meter and a half deep, which is dug in the ground. The bottom is covered with stones, heated in a bonfire until red.
